Many steps here not marked as optional are in fact exactly that - optional (especially so for someone just starting out, i.e first time). There's no one size fits all, and how you build is entirely up to you.

I've been writing code for 40 years, and in my experience, starting a project with this many superfluous things right at the start is not often a recipe for success.

Most projects I make do not start out with anything other than a single HTML page. I'll play with ideas from there, and add things on as appropriate. No point throwing everything and the kitchen sink in straight away... start as simple as possible and let the ideas flow.
