All the best developers I've hired have not had portfolio sites, or customised profile pages on GitHub. I usually find that it is the least experienced developers that have these.
I usually find that an active, interesting GitHub/GitLab/whatever account is an infinitely better indicator of the developer's ability and experience.

I prefer it when companies ask me specifically to show that I have experience with XYZ, so I can make a portfolio specific for them, with bits and pieces from previous projects that I am allowed to show (or have 100% ownership of).
Realistically, if a company is looking at my portfolio, that should only happen pretty far in the hiring process though... If a recruiter starts randomly looking at portfolio's without looking for anything specific, it's pretty much pointless, because like you said, inexperienced devs will find ways to pimp their portfolio. In some cases people would even lie in their resume/portfolios because recruiters rarely check if you really did work on that project. If you ask a developer to prove knowledge of specific things/techniques, for exmaple: "show you have experience with typescript"... you'll know they're full of it when they send you code thats pure javascript 😜
If a freelancer is cheap... Be sure that you're looking for a cheap freelancer. Freelancers should normally have a higher hourly rate than other developers with the same amount of years under their belt. If a freelancer is "cheap" there's a very high chance that they're hobbying, which means that if you give them any kind of responsibility, your project will surely fail.
