Popularity of flutter is getting higher everyday! If you are thinking about a hybrid app, then most people will suggest to you flutter. I am also going suggest flutter instead of react native. For learning react native you need to learn about react js too. So if you are just starting today then maybe try the flutter first. Learning curve will be much easier than react js. Well, the only point to clarify is this, react native and flutter are cross-plateform solution for building nativelikes application for android, iphone and theorically windows phone. The principles of cross-platform tech is very different from hybrid tech. Ionic is an hybrid solution as an exemple.
You can build apps for windows and macOS using React-native, though you'll have to use the branch maintained by Microsoft, (react-native-windows - microsoft.github.io/react-native-w...).
