Coming to the main question. The dark web is actually not illegal. Let's say one wants to read an article on a particular topic that is banned in a certain nation, he/she can find that on the dark web and can read it anonymously. This does not mean it's illegal.
There are few parts of the dark web that are actually dark because the crimes that are done on the dark web can't be traced due to its layers. Let's discuss that latter.

There are various forums on dark web where one can express their points on any of the topic anonymously. Users are not allowed in such forums unless they are referred by the existing users inside the forum.
