Telegram Roll Bot idea

I am not sure where to start. i am a noob beginner. i’m not sure if it’s already been created or if it’s possible, but what i’m trying to find is a telegram bot for a group where one person could start the bot, input a tip amount, and number of rollers (from 1-whatever number of participants example )from their cwallet by typing /startrollhunt . it would then randomly choose a number between the two numbers set. then the participants would type /roll and it would generate a single number between the set numbers, who ever randomly generates the matching number would then win the tip. can anyone help me with this
