Let me start by giving you kudos for a STATIC site. It's a great choice for this type of site.
The bouncing / flashing animations are a definite turn off. That's mostly a personal opinion.
Minor cosmetic thing I noticed -- in the Socialize section, the social media icons aren't centered with the header and footer in that section and it throws the eye off. Depending on the device size, there are just other alignment issues with different elements, but nothing that makes the page unusable.
The real concern is the flashing/strobing animation for the portfolio section. That's going to cause a lot of discomfort for people, particularly those with specific eye issues, and/or seizure related illnesses.
On the purely technical side, it's pretty clean. There in an empty style tag in the header, and about 3k of extra whitespace, but those are micro-improvements, not major issues.
Looking at Google's PageSpeed Insights, there are a few recommendations to make the page load smoother and slightly faster that you might want to review.
