As a long-time user of IntelliJ IDEA, I have to say that Better Highlights is one of the best plugins out there for improving the commenting experience. It has features like highlighting keywords, linking comments to files and other comments, and whole line highlighting, which have made a huge difference in the way I write and read comments.
