straggling to learn my first programming skill

Hello! I'm interested in web development; I've been since I was 13, but I didn't get the chance to learn until now. I'm 19 and have limited time to dedicate to learning—about 1-2 hours during the week and 5-7 hours on weekends. I’ve started with w3schools and have coded alongside the tutorials, achieving the desired output most of the time. However, I often feel that I'm not programming material and that I don't fully understand the concepts. I feel like a parrot when I code. Is this feeling common among beginners? Can I learn programming with these time limitations?
